Served as lead analyst for a PFM team, led by Greg Butler, to provide data, analysis, and expert witness testimony (Greg Butler provided testimony). Analyses included comparison of Baltimore with neighboring and national jurisdictions to understand relative rank of benefits (including pay and fringe) and cost of living impacts over time.
